Rules
Equipment
All players must wear the following hockey equipment to participate in THIS league unless otherwise stated:
- Hockey helmet with the chinstrap fastened. If a player participates in the play without his helmet, he will be assessed a minor penalty and will not be allowed to resume play until a helmet is properly worn. Visors or face masks are STRONGLY RECOMMENDED.
- Players must wear a hockey jersey that matches or closely resembles their team colour with a clear number on the back of the jersey.
- Hockey or other similar sports gloves must be worn.
- Hockey pants, elbow pads, shin pads, shoulder pads, jock shorts with protective cup, are STRONGLY RECOMMENDED to reduce the risk of injury.
- Goalies must wear full goalie equipment including facemasks.
- Only wood, aluminum or composite hockey sticks allowed. No plastic sticks or plastic blades.
- Referees will ask players with damaged sticks (splintered) to replace their stick immediately.
Roster Rules
Players must have played SEVEN games during the season to qualify for playoffs or have been FULL TIME REGISTERED players on the roster list to be allowed to participate in the playoffs.
Game Rules
- Each game will consist of three 20-minute STOP TIME periods. Teams change ends at the end of every period.
- There is no two-line offside pass rule. The delayed offside rule will be used.
- No-touch icing rule will be used. If the goalie leaves his/her crease to play the puck, icing will be waived off.
- Standing in the goalie crease of the opposing team may stop the play and the faceoff will take place outside the blueline. If that player or any other player on that team continues to commit the same offense, the referee may assess a 2-minute delay of game penalty.
- Each team has 10 seconds to set up for each faceoff. If one team is not lined up or isn't ready consistently and after repeated warnings by the referee, it can result in a delay of game penalty.
- Two points are awarded for a regulation win, one point for a tie, and zero points for a regulation loss. Two points will be awarded for a win by default.
- Teams are permitted ONE 30 second timeout per game during playoffs.
- The clock will run in the 3rd period when a team is losing by 5 or more goals. Any time the losing team is 4 or fewer goals behind, the clock will return to normal stop time. Clock may also be run at the referee's discretion if players are not behaving and/or the game is getting out of hand. All penalty times will remain the same when the clock is running.
- League scoring will be recorded, but not be counted towards individual stats when the lead exceeds 7 goals. This is to dissuade teams from running the score. Excessive celebrating of goals, or other conduct displaying poor sportsmanship during "run time", will result in a possible 2-minute unsportsmanlike conduct penalty, or 10-minute misconduct penalty, at the referee's discretion.
Penalties
- Teams must be able to field a team of at least 5 players to start a game otherwise a delay of game penalty will be assessed once the team has at least 5 players.
- Coincidental minors and majors will offset. All regular hockey penalties (hooking, holding, interference, slashing, cross checking, etc.) are in effect.
- Any minor penalty can be upgraded to majors (which results in an automatic game ejection) depending on the severity of the play.
- Accumulating the equivalent of four MINOR (2-minute) penalties during the course of a game will result in a game misconduct. 4-minute penalties equal two minor penalties.
- All 4-minute penalties that result in a power play will be allowed a maximum of two goals scored against.
- Body contact, contact to the head, or high-sticking will result in an automatic 4-minute penalty but depending on the severity and intent may result in a major, game misconduct and possible game suspension. The entire 4-minute penalty must be served in full by the offending player regardless of how many power play goals are scored.
- An automatic delay of game will be given when the goalie or player shoots the puck out of the playing surface. No penalty is assessed if it is shot into the player’s bench area or where there is no glass.
- Goalie interference (minor penalty) will be called on any player who makes contact with the goalie while the goalie is in their crease, including incidental contact. In addition, any goals scored on this play will be waived off.
- Goalie interference (minor penalty) will be called on any player who makes contact with the goalie while the goalie is outside their crease and there was not a reasonable attempt by the player to avoid the contact.
- Too many men on the ice: At the discretion of the on-ice officials, should a substituting player come onto the ice before his teammate is within the five foot (5’) limit of the players’ bench (and therefore clearly causing his team to have too many players on the ice), then a minor penalty may be assessed.
- If in the course of making a substitution, either the player entering the game or the player retiring from the ice surface plays the puck with his stick, skates or hands or who checks or makes any physical contact with an opposing player while either the player entering the game or the retiring player is actually on the ice, then the infraction of “too many men on the ice” will be called.
- If in the course of a substitution either the player(s) entering the play or the player(s) retiring is struck by the puck accidentally, the play will not be stopped and no penalty will be called.
- A player who is on the ice while carrying two sticks (including while taking a replacement stick to his goalkeeper) shall incur a minor penalty.
- A player who has broken their stick must drop the broken stick immediately or will be assessed a minor penalty.
- A player shall be permitted to catch the puck out of the air but must immediately place it or knock it down to the ice. If he catches it and skates with it to gain a territorial advantage over his opponent, a minor penalty shall be assessed for “closing his hand on the puck”. Anytime a player places his hand over the puck while it is on the ice in order to conceal it from or prevent an opponent from playing the puck, a minor penalty shall be assessed for “closing his hand on the puck”. When this is done in his team’s goal crease area, a penalty shot shall be assessed.
- A minor penalty shall be imposed on a player who, while play is in progress, picks up the puck off the ice with his hand.
- Any player or team bench that constantly chirps, taunts, or heckles opposing players or the opposing team bench will receive a warning from the referee. If the behaviour continues, the players involved may receive a minor penalty for unsportsmanlike or a 10-minute misconduct.
- There is absolutely no fighting allowed. Any player participating in a fight will receive a game misconduct. In addition, there will be an AUTOMATIC 7-game suspension (no appealing) for any player involved in a fight plus further disciplinary action if necessary (which can include a longer game suspension).
- Referees have the authority to run the clock if they deem the game is getting out of hand due to any fights or bench altercations. They may also terminate the game if, in their view, the game is beyond disciplinary control.
- Major and Minor Penalty - When a major and a minor penalty are imposed at the same time on different players of the same team, the timekeeper shall record the minor as being the first of such penalties.
Suspensions
- All suspensions carry into the playoffs and the next season if needed.
- All suspensions are subject to league review and possible additional suspension.
- All major penalties come with a minimum of ejection from the game. Additional suspensions can be handed out at the referee and/or league's discretion after review.
- A fighting major will result in immediate ejection from the game and an automatic 7-game suspension. The incident will be reviewed by the league and team captains for possible further disciplinary action.
- A second major penalty will result in an automatic 3-game suspension.
- A game misconduct will result in immediate ejection from the game. A one game suspension can be handed out at the referee and/or league's discretion.
- Any additional fighting major penalties in any subsequent game will result in an indefinite suspension and subject to league review.
- Any subsequent game misconduct penalties will result in an automatic 3-game suspension but depending on the severity of the incident can increase up to an indefinite suspension upon league review.
- “Third Man” involved in any altercation and ANY player coming off the bench during an altercation will result in ejection from the game and a minimum 2-game suspension.
- Any player who receives a total of 70 minutes in penalties during the course of the regular season will receive an automatic 1-game suspension. Each addition 10 minutes in accumulated penalties thereafter will also result in 1-game suspensions (eg. 80, 90, 100 total penalty minutes etc.)
- Players are not allowed to be present on the team's bench during the suspension period or after being ejected from a game.
- Striking a referee or league official will result in an indefinite suspension, pending league committee review and possible civil action. This includes excessive verbal abuse on or off the arena floor. The rule is in effect anywhere on arena property. Plain and simple: DO NOT HARASS an official.
- Any fighting on arena property outside of a game will result in an immediate indefinite suspension.
General Rules
All teams must abide by any rules that are regulated and in place by Canlan Ice Sports York Arena that are not covered in the above sections. Canlan Ice Sports York Arena’s rules are generally posted throughout the arena and are available at their front office.
Calling of Penalties
Minor Penalty – Goal Scored on Delayed Call
If the penalty to be imposed is a minor penalty and a goal is scored on the play (delayed penalty) by the non-offending side, the minor penalty shall not be imposed but major and match penalties shall be imposed in the normal manner regardless of whether a goal is scored.
If two or more minor penalties were to be imposed and a goal is scored on the play by the non-offending side, the Captain of the offending team shall designate to the Referee which minor penalty(ies) will be assessed and which minor penalty will be washed out as a result of the scoring of the goal.
Double-minor Penalty – Goal Scored on Delayed Call
When the penalty is assessed as a double minor penalty and the non-offending team scores on a delayed call, the penalty will be announced as a double-minor for the appropriate infraction and the player will serve two (2) minutes only.
High Sticking, Head Contact or Body Contact – Goal Scored on Delayed Call
When the penalty is assessed as high sticking, head contact or body contact and the non-offending team scores on a delayed call, the penalty will be announced as either one of the above penalties and the offending player still has to serve a full four (4) minutes. The non-offending team will receive a power-play opportunity for the full four minutes OR unless they score 1 goal on this power play opportunity.
Short-handed Team – Goal Scored on Delayed Call
When a team is already in a “short-handed” situation and the Referee signals a further minor penalty or penalties against the “short-handed” team and a goal is scored by the non-offending team on the delayed call, then the goal shall be allowed. The penalty or penalties signaled shall be assessed and the first of the minor penalties already being served shall automatically terminate. Just remember F.I.F.O. – first in, first out. Major and match penalties shall be imposed in the normal manner regardless of whether or not a goal is scored.
Should a minor penalty be signaled against a team already short-handed by reason of a major (or match) penalty, but before the play can be stopped to assess the minor or bench minor penalty, a goal is scored by the non-offending side, the signaled minor or bench minor penalty shall not be imposed due to the scoring of the goal.
Should a penalty be signaled against a team already short-handed by reason of one or more minor or bench minor penalties, and the signaled penalty would result in the awarding of a penalty shot, but before the Referee can stop play to award the penalty shot, the nonoffending team scores a goal, then the signaled penalty (that would have resulted in a penalty shot) shall be assessed as a minor (doubleminor, major or match) penalty and the first of the minor penalties already being served shall automatically terminate under Rule 16 – Minor Penalties.
